Dear Mayor and Council,
The Board of Directors of QBRA has received compelling expressions of concern about the inadequacy of the Town’s Noise Control Bylaw (No 552).
We note that this bylaw was enacted twenty-two years ago and its review and replacement is long overdue. The resolve of Council to replace it, as per the direction that it provided to staff at its meeting of February 1, 2016, is appreciated by our Board.
As you know, the residents of Qualicum Beach--many of whom are in retirement--cherish their right to the quiet enjoyment of their property. We are proud of the reputation of Qualicum Beach as a quiet and peaceful town and believe that this should be reflected in the standards on which bylaws such as this one are based.
We urge Council to ensure that a new bylaw clearly places the onus on property owners to refrain from generating noise that disturbs the quiet, peace, rest, enjoyment, comfort or convenience of their neighbours.
Thank you for your consideration of this recommendation and please advise if our board or members can be of any assistance in reviewing and replacing the Town’s noise control bylaw.
