Qualicum Beach East Village Concept

The previous Council introduced the idea of a revitalized area to the east of Memorial that would include the former lumber yard/QF grocery, the East 2nd avenue town parking lot, some current industrial lands, and portions of the town’s civic works yard. This area was dubbed The East Village. The intent is that this area is to have a different character from that of the Village Neighbourhood - more contemporary and slightly industrial. Design guidelines were to be developed to guide in decision making with future development proposals. No design guidelines were developed. 
The large triangular lot at Fir and East 2nd remains undeveloped and the owners seem not to be interested in any change at this time - which seems a pity. 

New East Village Housing
Two different proposals for New Housing on East 2nd have been put before the Town. Both proposals involve the Town Parking Lot being sold and redeveloped as housing in conjunction with adjacent private land. Council will determine which option to proceed with.

East Village Townhomes
This proposal includes 28 up-market townhouses with a landscaped interior ‘Mews’ and street level ‘live/work’ option. This is a 2 and 3 storey development with all units being for sale at market rates. Off street parking accessed from the lane to the south is provided for all residential units.

East Village Naked Naturals 
This proposal includes 32 rental apartments with an expanded Naked Naturals Grocery. This is a 3 storey development with Naked Naturals and possibly a small restaurant at street level and 2 stories of residential above. Off street parking for Naked Naturals is part of the proposal as well as off street parking for all apartments. The residential parking is accessed from the lane to the south.

I would like to know what plans the town has to replace the now very well used public parking? The parking lot was at least partially purchased with money from other developments that did not meet their parking requirements. They were given the option to pay money instead of providing onsite parking so the town could provide the needed parking spaces somewhere else close by. Where are the employees and the shoppers park? Should the town be taking the money from the sale of this parking lot and purchasing another vacant lot (like the one at the top of Second Avenue) in the uptown core for parking? Are they in any way obligated to?

Rumours are flying a boat. What is happening? Why are we not told? What is been hidden from our view? Is there a secret agenda? I have told the mayor and council that the rumours are getting worse and the only way to remedy that, is through “Sunshine “-Transparent Government!

QBRA members expressed the following concerns regarding East Village : Lack of information and transparency, no provision for rentals ( Young families and retail workers),Shock that the abandoned , derelict building would remain.!!!This still must come back to a public hearing , because the process is flawed?Watch our Website for updates. The East Village project is very important to the future of our Town. We all must be involved to make sure it is done right!

What about a Pheasant Glen and Estate Land blog? Both properties are currently before Council. They are discussing re-zoning and development for both properties. And both properties our outside the Urban Containment Boundary. Land use changes to these properties will have broader consequences than a condo development in village core.

I am very glad to see Qualicum Beach has come up with a plan to enhance the Town with this proposal for the East village, it is what this town urgently needs. Past councils has always been reluctant to be processive with its thinking.

I'm a senior who has lived here for a considerable time and would like to see more younger adults and business people establishing themselves and their families in the immediate area. This development will help do that I'm sure.
I would also love to see a pier development with a beautified and upgraded boardwalk proposal plan put forward and adopted as well.

This could very well be done without the introduction of chain stores.
